European Council
The European Council is an institution of the European Union with an eminently political character, composed of the Heads of State or Government of the member countries of the Union, the President of the European Commission and the President of the European Council, who presides over the meetings.
What does the Council do?
Represents the highest level of political cooperation between EU countries, sets the EU political agenda, sets the EU's common foreign and security policy, addresses complex and sensitive issues that cannot be resolved at lower levels of intergovernmental cooperation, among other functions.

MAIN EU PROGRAMMES
The Neighborhood, Development and International Cooperation Instrument – Global Europe (NDICI) Program promotes EU cooperation with all third countries, with the exception of pre-accession beneficiaries and overseas countries and territories of geographical Programmes.
The Program has a global allocation of EUR 79.5 billion, for the period 2021-2027.
The IVCDCI Instrument — Global Europe unifies grants, blended finance and guarantees, enabling the EU to strategically promote global public and private investment in support of sustainable development through the European Fund for Sustainable Development Plus (EFSD+). The investments are supported by an External Action Guarantee of up to EUR 53.4 billion, whilst covering pre-accession countries.
Global Europe defends and promotes the EU's fundamental values, principles and interests around the world, in order to pursue the objectives and principles of its external action. Specific objectives include eradicating poverty, consolidating, supporting and promoting peace, democracy, the rule of law and respect for human rights; and sustainable development and the fight against climate change. This will contribute to the promotion of multilateralism and the achievement, in particular, of the Sustainable Development Goals, the United Nations 2030 agenda, the Paris Agreement on climate change and stronger partnerships with countries outside the EU, including with the European neighborhood, based on mutual interests and ownership, with a view to promoting stabilization, good governance and resilience building.
